What is the RBP Network?

Government-funded support, delivered locally.

The Regional Business Partner (RBP) Network is a government-funded programme administered by MBIE, designed to help small and medium businesses across Aotearoa strengthen their management capability, including AI training and strategy services like those delivered by MEA.

If your business is eligible, a local RBP Growth Advisor will work alongside you to identify capability gaps and connect you with registered service providers funded through the Management Capability Development Fund (MCDF).

MEA is a registered provider under this programme. While we don't approve or allocate MCDF funding, we can help you understand the pathways available and whether pursuing this support makes sense for your business. To access subsidised services, businesses must first engage with an RBP Growth Advisor and receive formal booking approval before any funded work can begin.

If you'd like to explore whether your business qualifies or want guidance on next steps, we'd be happy to have that conversation.

RBP Eligibility

Are You Eligible?

Check the boxes that apply to your business:

✔ Fewer than 50 full-time employees

✔ GST-registered in New Zealand

✔ Holds a New Zealand Business Number (NZBN)

✔ Actively trading in a commercial environment

✔ Privately owned or a Māori Trust or incorporation under Te Ture Whenua Māori Act 1993

If those boxes are ticked, the next step is a discovery session with an RBP Growth Advisor.
That session identifies gaps in your management capability and determines whether subsidised training is appropriate. MEA cannot allocate RBP funding directly — that decision sits with your Growth Advisor. What we can do is help you understand the process and make the most of it.

Important:
Management Capability Development Fund (MCDF) support is not guaranteed. Eligibility and subsidy approvals are independently assessed by Regional Business Partner Growth Advisors or Poutama Trust. Funding is only confirmed once an official booking has been approved and accepted through the RBP system. Businesses should not commit to services expecting subsidy support before this process is complete.

Are you a Māori-owned business?

Poutama Trust delivers the RBP programme specifically to Māori businesses across Aotearoa. If your business is Māori-owned, Poutama may be your most direct route to subsidised support — and they offer additional funding streams beyond the standard RBP pathway.

  • Pūtea Kimihia — to investigate innovative ideas and opportunities
  • Pūtea Tipuranga — to purchase services or products that support growth
  • Pūtea Whakaako — to access skills training and management support

Note: For the purposes of this option, a Māori-owned business is one where 51% or more of the business is owned by a person or persons of Māori descent.

MEA's AI services may be accessible through one or more of these funds. We can help you understand the available pathways and processes. All funding decisions are made independently by RBP Growth Advisors or Poutama Trust.

Note for non-Māori businesses:
If your business does not meet the Māori ownership threshold, you can still access RBP funding through your local Regional Business Partner. The standard RBP programme is available to eligible businesses across all regions of Aotearoa. Register at business.govt.nz or contact your local Growth Advisor to get started. You can also reach Poutama Trust directly at poutama@poutama.co.nz or poutama.co.nz
